Charles W. Carroll, MAHROD
Mr. Charles W. Carroll is Plan President of Molina Healthcare of Texas. Mr. Carroll is a high performing management executive with expertise in network development, practice management, federal grant procurement and contract negotiations. He is responsible for all health plan operations in each of Molina's three locations in Texas. Prior to joining Molina, Mr. Carroll served as Chief Operations Officer, President and CEO of Driscoll Children's Health Plan where he was responsible for developing the strategic plan for growth, administration, and coordination of Driscoll Children's Health Plan from start up to 45,000 lives. Mr. Carroll also served as the Vice President, Payor and Provider Relations, for Columbia/HCA, Medical City Dallas, Director - Managed Care and IPA Business Development for Tenet Health, Inc. of Northern California, and as the Director- Corporate Network Development, Physician Managed Care at Premier Health Management for the Memorial Medicare System in Savannah, Georgia. Mr. Carroll was a board member of the Southeast Texas Health System and Driscoll Children's Health Plan. He received his Bachelor of Arts degree in Business Communications from Biola University and his Masters of Arts degree in Human Resources and Organizational Development from the University of San Francisco in California.

Michael W. Young, CPA
Mr. Michael W. Young is the Director of Finance for Molina Healthcare of Texas, Inc. In this role, Mr. Young is responsible for the financial oversight of the Company's Texas operations. Mr. Young has over 20 years of healthcare management experience in medical and dental, which includes working with high growth companies near the startup stage, due diligence, acquisitions, integrations, IPO, SEC reporting, statutory reporting, medical analysis and reporting, budgeting/forecasting, P&L and financial management/analysis. Prior to joining Molina, his experience included financial/operational management positions at United Healthcare, CIGNA Health Plan, Sierra Health Plan, United Dental Care, DELOS Women's Health and Voluntary Hospitals of America (VHA). Mr. Young has a Bachelor of Science degree, with a concentration in accounting from the University of Texas at Dallas and is a Certified Public Accountant licensed in the State of Texas.

Michael Basco, MD
Dr. Mike Basco is the Chief Medical Officer of Molina Healthcare of Texas. In this role, Dr. Basco is responsible for the medical oversight of the Medicaid program in Texas. Prior to joining Molina, Dr. Basco served for two years as National Medical Director for CIGNA Healthcare and developed their national High-Risk Maternity Program. Previously, he was in private practice. Dr. Basco received his B.S. degree in Biological Science from the University of Southern California in Los Angeles and his Medical Doctor degree from the University of California, San Diego School of Medicine. Both his internship and residency were served in the Department of Obstetrics and Gynecology at the University of Texas Southwestern Medical Center at Dallas, Parkland Memorial Hospital. Currently, he is Adjunct Assistant Professor in the Department of OB/GYN for the University of North Texas Health Science Center at Fort Worth.

Carole Hardy, Director of Operations
Mrs. Carole Hardy joined Molina Healthcare of Texas in May 2007 bringing with her over 25 years of healthcare experience in both managed care and hospitals. Most recently, she was associated for the past seven years with an HMO which manages the CHIP and STAR programs for the Health and Human Services Commission in South Texas where she was responsible for oversight of all fiscal audits, compliance reporting and facilities planning. Carole's past experience includes health plan start ups, corporate mergers and support of both hospital and health plan administrative functions.

Troy Eubank, MPA
Mr. Troy Eubank is the Director of Government Contracts & Compliance for Molina Healthcare of Texas. Mr. Eubank has worked with both public sector providers and health plans for over 20 years. His duties have included administration of outpatient programs, Medicaid/Medicare reimbursement and budgeting, as well as regulatory oversight. Most recently, he worked for CompCare Inc., as Director of Operations. Mr. Eubank received his Masters of Public Administration degree from the University of Texas at Arlington in 1996.

Recca Terral
Ms. Recca Terral is the Director of Provider Services at Molina Healthcare of Texas. Ms. Terral manages provider contracting, network development, rate negotiation, education and provider satisfaction. Ms. Terral has over 20 years of managed care experience including managed Medicaid, CHIP and commercial HMO with special focus on managed care start ups and acquisitions. Prior to joining Molina, her experience included network development and managed care operations positions with Superior Health Plan, Community Health Solutions, Aetna and United Healthcare. Ms. Terral attended Southwest Texas State University with a concentration in business.

Kimberly Stuart
Kim has over 10 years of experience working in the business office for a Non-profit, teaching hospital, and 16 years of experience in health insurance service operations. She has supported, and provided leadership in service operations for commercial, Medicare, and STAR products, located in a Health plan and in freestanding service centers. Her past experience has included both the reorganization of existing service units, and start up operations. Most recently, assisting in developing and leading a service center that provided member service support for the STAR product in 14 states. Kim has a Bachelor of Science Degree from Arizona State University.

Margret Young
Margret Young, RN BSN MBA is the Director of Special Programs for Molina Healthcare of Texas, Inc. Ms. Young has been active in health care since 1979, initially concentrating her efforts on nursing. She has a vast range of experience to include critical care, quality improvement, case management, state programs and health plans. After spending some time in the hospital and home health setting, Ms. Young founded ACCESS, a successful case management company as a Medicaid provider agency servicing children and pregnant women in four Texas counties. She received her Bachelors of Science in Nursing from UTHSC in San Antonio in 1985 and her Master of Business Administration with an emphasis in Health Services from Webster University in San Antonio in 1999.
