STAR+PLUS Benefits

All STAR+PLUS members can get the two (2) Long Term Care benefits if there is a functional need:

  • Personal Attendant Services (PAS)
  • Day Activity and Health Services (DAHS)

Day Activity and Health Services
Licensed day activity and health services (DAHS) facilities provide daytime care to members who live in the community. Services are provided Monday through Friday and members can get care up to 5 days per week. They address physical, mental, medical and social needs. Sometimes this is called adult day care or adult day services.

What services are provided?

  • Noon meal and snacks
  • Nursing and personal care
  • Physical rehabilitation
  • Social, educational and recreational activities
  • Transportation

Personal Attendant Service
Personal attendants are caregivers that help with activities of daily living and household chores necessary to maintain clean and safe home environments in community settings (except in adult foster care homes or assisted living facilities). Services may include protective supervision and help performing health-related tasks delegated by a registered nurse. The attendant helps with housekeeping items such as shopping, light housekeeping and laundry. The attendant can also help with hands-on personal care items such as bathing, dressing and feeding.

Service Delivery Options

What does Service Delivery Option mean?
The member has the option to self-direct services. You do not have to self-direct any of your services. The services not selected for self-direction will remain with the home health agency.

Services that can be self-directed

  • Attendant services - PAS
  • Protective Supervision
  • Respite
  • Nursing (LVN, RN, Spec. LVN, Spec. RN)
  • Physical Therapy
  • Speech Therapy
  • Occupational Therapy
  • Cognitive Rehabilitation Therapy
  • Community work/Community Integration
  • Supported Employment
  • Employment Assistance

You have three service delivery options:

  • Self-directed;
  • Agency model, self-directed; and
  • Agency model

Self-directed is a service delivery option in which a member or legally authorized representative (LAR) employs and retains providers and directs the delivery of personal assistance services and respite services. A financial management services agency or FMSA assist members with managing money associated with self-directed services. This includes initial orientation and ongoing training related to the responsibilities of being an employer and following legal laws for employers.

Agency model, self-directed is a service delivery option that allows the member or LAR to manage most day-to-day activities. This includes supervision of the individual providing personal assistance services and respite services. The member decides how services are provided and leaves the business details to the provider agency.

Agency model is where the home health agency is responsible for managing the day-to-day activities of the attendant and all of the business details.

What am I responsible for?
As a Molina Healthcare member, you must be able to manage different parts of being an employer such as hiring the caregiver, managing their time and timesheets and completing other employee paperwork.

You will utilize an agency to provide support you need to accomplish this. This agency is called a financial management services agency or FMSA
