Complex Behavioral Health Support (CBHS) Services
Community Behavioral Health Support (CBHS) services
CBHS is a program that began July 1, 2024, offered under the 1915i state plan. This program helps people who have a significant mental health diagnosis and need additional support to live in a community setting like an adult family home or an assisted living facility.
The CBHS program provides a service called supportive supervision. Supportive supervision is:
- A voluntary service.
- One-on-one in-person monitoring, redirection, diversion, and cueing of the client to prevent at-risk behavior that may result in harm to the client or to others.
- Providing individuals with assistance to build skills and resiliency to support stabilized living and integration.
- Coordinated as appropriate with other services such as behavior support and/or crisis plans to help ensure community stability.

Provider Types:
- Adult Family Homes (AFH)
- Enhanced Service Facilities (ESF)
- Assisted Living Facilities (ALF)
- Enhanced Adult Residential Care Facility (EARC)
- Adult Residential Care Facility (ARC)
The goal of CBHS services is to provide individually tailored services that meet each person’s needs and provide stability, support independence, and help them stay in the community.
Transition from Behavioral Health Personal Care
Supportive supervision will replace Behavioral Health Personal Care (BHPC) managed care organization (MCO) wrap-around funding. Throughout the next year, Home and Community Services will stop authorizing BHPC in a residential facility at the time the resident's CARE assessment is due for renewal. Providers must prepare for this transition. CBHS has new and specific risk-based criteria in order for a member to be eligible for supportive supervision services. For more information on the qualifying criterion, see WAC 182-561.
Please note CBHS has different risk criteria and a structured funding tier for services than BHPC. This means someone who had BHPC may not qualify for CBHS or may not qualify for a similar rate.

Billing Basics
Before submitting claims:
- Complete billing training
- Review approved referral form
Billing Summary:
- Submit claims electronically: Once registered, Adult Family Homes must submit claims through the CHPS Clearinghouse: (Stream Portal) Portal Login
- Billing frequency: Weekly or Monthly
- Common errors to avoid: Authorization or coverage issues, Tier vs ILOS Errors (modifiers), Diagnosis codes not matching the approved referral form, Units, dates, or client information errors
