Medicaid (Title 19)

Children in Florida Medicaid Title 19 get dental through special dental plans chosen by the state of Florida. If you do not pay a monthly premium for your child’s insurance, your child is in the Title 19 plan.

Your child’s dental care will continue to be managed by one of these plans:

These plans will help take care of your child’s dental needs, such as checkups, cleanings, fillings, braces, and other dental services your child may need.

Some services may need approval from the dental plan before they are done. Your child’s dental plan can explain what services are covered.

Children’s Medical Services (CMS) Plan by Molina Healthcare helps by covering non-emergency anesthesia and sedation when dental care is given in a hospital or an ambulatory surgical center (ASC). CMS Plan will work with the dental plans to support your child’s care in these settings.

KidCare (Title 21)

Members who qualify for CMS Plan through Florida KidCare are enrolled in the Title 21 plan. If you do pay a monthly premium for your child’s health insurance, then your child is enrolled in this plan.

Your child’s CMS Plan will continue to include dental care coverage through Liberty Dental Plan. If you have questions, you may call Liberty at (877) 236-0246 (TTY: (877) 855-8039).

What Is Covered?

Dental Care for Children Ages 0-18

Here is a list of services covered by the CMS Plan that will help your child have healthy teeth:

  • Oral Exams
  • Teeth Cleanings
  • Crowns
  • X-Rays
  • Endodontic Care (for soft tissue and nerves within the teeth)
  • Fillings
  • Fluoride Treatments
  • Full and Partial Dentures
  • Oral Surgery
  • Orthodontic Treatment (with prior authorization)
  • Periodontal Care
  • Preventive Care
  • Restorations
  • Sealants

Expanded benefits:

  • Surgical Placement and Maintenance of Implant Body, Abutment and Crown
  • Hydroxyapatite (Calcium) Application
  • Acclimation Visits

Some services may require permission from a dental plan before your child’s dentist performs the service. This is called a prior authorization. Dental plans only pay for services that are medically necessary. Liberty Dental Plan can help you understand what is covered.

Children’s Medical Services (CMS) Plan by Molina Healthcare will provide managed care services to our members. Molina Healthcare is a licensed Florida health plan. CMS Plan will provide free aids and services to people with disabilities, such as qualified sign language interpreters, written information in other formats (large print, audio, accessible electronic and other formats), and free language services to people whose primary language is not English, such as qualified interpreters and information written in other languages.
