Housing Resources for Vacant, Abandoned or Homes in Need of Repair

For Molina Dual Options MI Health Link members in the Detroit area

The City of Detroit, through their Planning & Development Department, offers home repair services through the CDBG Home Rehabilitation Program. The Department of Housing and Urban Development (HUD) provides funds to help homeowners repair their home, remove lead-based paint issues and focus on building issues that affect the health and safety of Detroit residents.

The Detroit 0% Home Repair Loans Program offers 0% interest loans from $5,000 to $25,000 to help Detroit homeowners repair and improve their homes. This will help increase public health, safety and property values, while helping residents keep their homeowner’s insurance.

If the home has health and safety issues, those issues must be repaired first before other repairs can be made. Some projects include:

  • Fixing health and safety issues (required);
  • Fixing electrical issues;
  • Replacing the furnace;
  • Replacing the roof;
  • Plumbing;
  • Replacing doors and windows;
  • Fixing the building and porches.

Beginning in March 2017, applications will be available online and at a number of locations throughout the city, including Neighborhood Intake Centers, City of Detroit Neighborhood District Managers’ offices, and City of Detroit Recreation Centers. Applicants must complete the application and provide all required documents to a Neighborhood Intake Center. Help with completing the application will be available at intake centers. The State Emergency Relief (SER) Program provides immediate help to homeowners and families who are experiencing financial issues or for emergencies that threaten health and safety. Through direct funding and agreements with non-profit organizations, such as the Salvation Army and local Community Action Organizations, SER helps low-income households meet emergency needs such as:

  • Heat & Utilities
  • Home Repairs
  • Help with Relocation
  • Home Ownership Services
  • Burial


The SER Program was created to help low-income households, who are usually able to meet their needs, but sometimes need help for emergency situations. The SER Program is not the right program for long-term financial issues.

Homeowners would need to apply at their local MDHHS office or online through MI Bridges. Ask for more information when turning in a completed application.
